British aid money was used by an African dictator to buy a £30million jet, it emerged last night. Ugandan president Yoweri Museveni bought the top-of-the-range Gulfstream G550 private plane in the same year ministers gave his poverty- ravaged country £70million.
During the same period Uganda also received around £57million from the UK through the European Union. The autocratic 67-year-old leader – currently facing criticism for launching a violent crackdown against protesters demanding an Egyptian-style uprising – received the cash under the Labour government in 2008-09.
Millions of pounds of taxpayers' money earmarked for the world's poorest people was gifted to Vladimir Putin's Russian government. A string of projects saw the Department for International Development donate cash to help improve the superpower's "business environment" and encourage its ministries to be more "efficient, effective and transparent". The deals were struck under the previous Labour government in 2007 and came to an end in 2011. Two projects meant to encourage Russia to give more aid to other nations received £820,000. DfID also gave £114,803 to a scheme to "enable older people" to "achieve positive change in their lives by influencing decision-makers". Jonathan Isaby, political director of the TaxPayers' Alliance, said: "People expect the aid budget to be spent on helping the world's poorest and neediest people. It beggars belief that as recently as 2011 our money was being sent to a fellow G8 nation.

THE refined atmosphere of Claridge's is a world away from the poverty of war-torn Afghanistan but the luxurious London hotel was the first port of call when the country's leader Hamid Karzai came to town. After their two-night stay, the president and his delegation left UK taxpayers to pick up a £53,000 bill. The 12-strong party had top-of-the-range rooms costing more than £2,000 per person per night. The figure is in stark contrast to conditions in Afghanistan, which according to World Bank statistics is one of the most impoverished nations in the world. The Afghan party were in London for a series of talks with Britain and a delegation from Pakistan as guests of the UK Government. That meant the £53,000 bill at the five-star hotel in Mayfair was eventually settled by the Foreign Office, which has disclosed the amount in response to a Freedom of Information Act request. It has not been revealed what type of room the Afghan president opted for, although the size of the total bill suggests he and his party did not choose the hotel's cheapest accommodation at £300 a night.It is believed there were 40 Afghan guests at the hotel as part of the delegation in February 2013. Development projects meant to provide Afghans with a sound structural foundation have cost American taxpayers £61.5billion and Britain a further £890million. More than £2billion was spent 'improving' the Afghan police yet tens of thousands of 'ghost' officers collect their pay but never turn up. Nearly half of the 747,000 firearms provided for Afghan security forces have vanished. The report says the annual cost of maintaining Afghan's police and military is likely to be double what the country collects in tax revenue.
The Israeli charge is grave: that British aid to the Palestinian government, worth £343 million between 2011 and 2015 is funding generous salaries and bonuses to about 5,000 convicted terrorists.
At the heart of the allegations is an Israeli NGO called Palestinian Media Watch (PMW), which for years has been monitoring statements by Palestinian Authority officials in Arabic media, as well as gathering documents from security sources. It has revealed that under 2004 Palestinian legislation known as the Palestinian Law of the Prisoner, people convicted of terror offences are immediately placed on the Palestinian Authority payroll. The salaries are reserved for those “resisting the occupation”, not those guilty of other crimes. The more serious the offence, the more money is paid. Based on Palestinian documents, PMW says that the longest-serving terrorists receive £2,075 per month, plus bonuses for wives and children. Grants made upon release can be as much as £50,000. The average Palestinian wage is about £312 per month. In 2013, the Palestinian Authority (PA) paid more than £60 million to those convicted of terror offences; of this, £9 million was paid as bonuses when terrorists were released. In February, the Palestinian Authority announced that this bonus pot would be increased to £27 million. A component of this money could be interpreted as legitimate welfare payments, allocated to prisoners to spend in the canteen, or to unemployed ex-convicts. But at least £43 million is awarded directly to terrorists, who are perceived to deserve it for “resisting the occupation”. Britain is a major supporter of the Palestinian Authority, donating about £86 million per year. Dfid maintains that payments to terrorists are not taken directly from the British aid account. But the Palestinian government is heavily reliant on international aid, which accounts for 40 per cent of its £2.5 billion annual budget. The Palestinian Authority continues to pay between four and six per cent of its own resources to convicted terrorists, a huge sum that is proportionally roughly equivalent to Britain’s entire defence budget (which stands at 4.5 per cent). For this reason, Israeli officials, together with a growing number of MPs from both sides of the House, are concerned that such generous payments to terrorists are only made possible by the fact that British taxpayer’s money is covering many other areas of Palestinian expenditure.
Millions of pounds of British aid is being sent to Iceland – despite its refusal to repay more than £2billion owed to the UK. MPs on the Commons international development committee were told that Iceland receives money from an £800million-a-year Brussels fund designed to pay for infrastructure projects in countries that wish to join the European Union. Britain’s contribution to the fund, which comes out of the foreign aid budget, is worth £125million a year.
BRITAIN poured a colossal £18.5billion into EU coffers last year - the equivalent of more than £50m a day.
The staggering figures – £730 for every British household over the 12 months – were revealed yesterday in the Government’s annual accounts.
They show that the UK’s gross contributions to the European Union juggernaut of excess climbed by 5.7 per cent between 2009 and 2010.
The astonishing revelation, which will infuriate millions of hard-pressed taxpayers. The accounts also reveal that gross receipts – payments from Brussels to Britain – shrank thanks to Tony Blair’s surrender of the UK’s rebate from the EU.
George Osborne pledged another £10billion of taxpayers’ money to bail out the ailing eurozone. Mr Osborne announced that the UK would support a $400billion increase to the International Monetary Fund despite the U.S. and Canada refusing to sign up. The UK’s loan represents £384 for every household in Britain and brings the country’s total liabilities with the IMF to £40billion, the equivalent of £1,538 per family.
Taxpayers could end up having to fork out another £900 million to the European Union in 2013, costing each family in the UK an extra £666. A draft budget for 2013 is believed to propose a seven per cent increase, £7.4 billion, of spending on this year's budget of £107 billion or around 129.1 billion euros.

Estimates of the true cost of the EU are difficult to come by. MPs have called many times for a cost-benefit analysis, to prove or disprove the benefits of membership. Successive Governments, both Labour and Conservative, have refused, on the grounds that the "benefits" are self-evident. In truth they are afraid of what such a study would show. Taliban fighters are being paid £100 a month to stop attacking British troops in Afghanistan, it was revealed yesterday. Insurgents are given monthly payments and are allowed to keep their deadly AK47s and other rifles under the Nato-approved ‘reintegration’ programme, but have to hand over larger weaponry. They are also effectively given an amnesty, meaning they will not face trial even if they have attacked and killed British forces, or committed other atrocities, such as the murder of women and children.
Hundreds of millions of pounds of taxpayers’ cash is to be poured into Africa to help it cope with the impact of climate change. The £330million handout will be spent over the next four years on schemes to install solar power plants and encouraging investment in low-carbon transport. One of the main beneficiaries will be South Africa, a country which is prosperous enough to have its own space agency.

A picture on the Department for International Development’s website shows a 20-year-old named Meenakshi polishing the new solar panel on the roof of her village shack in Orissa, on the east coast of India. This gleaming piece of kit to provide electricity has been paid for by you, the British taxpayer. By the end of this year our Government will have shelled out £1.5billion since 2009 to pay for solar energy and other grand schemes to combat climate change in foreign countries, including India. The huge sum, spent at a time when our economy is in the doldrums, is bound to raise eyebrows. ‘Government aid-giving is an industry, a self-serving lobby of Westerners jetting from one country to another, enjoying relatively high salaries and numerous perks,’ he said.
‘Unlike every other area of Government or business, these people are judged on how much money they spend and not on what they achieve.’ And that is a recipe for disaster.
Certainly, at the air-conditioned offices of DFID’s India headquarters in a well-heeled part of New Delhi there is no indication that British economic woes are being felt. There are already 90 staff. And only last month our government advertised for more experts to work for DFID in India – to help avert climate change.
THERE was fresh anger over taxpayer aid to India last night as it emerged the country is spending £1billion on three warships. Britain is still handing over £280million a year despite India admitting it doesn’t need the help and regards the amount as “peanuts”. As the Royal Navy suffers severe budget cuts, India has splashed out on Russian-built frigates, including one said to carry the world’s fastest Cruise missile. The news follows this month’s announcement that India is planning a £50million unmanned spacecraft mission to Mars. Conservative MP Philip Davies said: “It seems to me that a country that spends billions on defence is more than capable of looking after its own people without £280million a year from British taxpayers. They could just spend £280million less on defence. “Also, the money we give to India we have to borrow, so by the time we have repaid it, it’s a lot more.” Overseas aid spending has escaped Coalition austerity cuts.
This UN-backed Millennium Village project — to which Britain is now contributing millions of pounds for the first time — began in 2004 and encompasses half a million Africans.
It is designed to prove that targeted aid can lift such places out of poverty in just five years. But the scheme is facing mounting accusations that it is a waste of money, and is doing less to help rural Africans than it claims.
According to the project's documents, the business plan reveals 'total direct costs' are expected to be £17.2?million and that the goal is 'substantial poverty reduction' for up to 2,250 households.
This means spending more than an astonishing £7,500 per household. To put this in perspective, this is 34 times the average annual income of households in the region.

No impassioned debates at party conferences over the grotesque failures that are costing the country a fortune. The Public Accounts Committee described a plan to create a network of regional fire stations as a ‘complete failure’ that cost taxpayers at least £469 million.Government now employs more than six million people, 25 per cent of all the country’s workers and, thanks to Gordon Brown, 600,000 more than 10 years ago. Brown also left behind a budget deficit of £170billion a year. Worse still, the unfunded public sector pensions bill amounts to £1.2trillion, equivalent to 85 per cent of our GDP, or £20,000 for every person in Britain.

Bilateral aid goes directly to developing countries and multilateral aid is provided to international organisations (including charities) to support their activities within developing countries.

Nigeria has the second highest national income of all African countries yet is set to receive £275million from the UK this year alone, with a further yearly average of £250 million until 2015. Despite almost 70 per cent of the population living on less then 64p a day, the country intends to send astronauts into space in the next two years.

Official figures show Britain gave Beijing £27.4million last year, enough money to pay for 1000 more nurses, according to the Daily Mail. MILLIONS of pounds of British taxpayers’ cash is to help expand an oil plant part-owned by the UK’s richest man. The firm linked to billionaire steel magnate Lakshmi Mittal has been offered aid budget cash. A World Bank fund plans to offer a £295million loan — £15million of which will proportionally come from Britain — towards expanding a refinery in Mr Mittal’s native India. The 62-year-old’s Mittal Energy Investments holds a 49 per cent stake in the project, as does a state-run firm. Mr Mittal’s family is worth £12.7billion. The refinery is one of dozens of projects bankrolled by the World Bank’s International Finance Corporation. The UK has already given the IFC £650million, or 5.1 per cent of its capital. News of the proposed refinery loan comes just days after David Cameron pledged to press ahead with plans to increase Britain’s aid spending to £12billion a year, 0.7 per cent of national income.
One sixth of Britain's aid budget – some £1.4billion – goes straight into EU coffers. Much is spent in relatively rich nations such as Barbados, Iceland, China and Brazil; which the UK refuses to fund directly. Some £800,000 of the EU aid budget is going on a water park and tourist complex being built in Morocco by the French owners of Center Parcs. The cash is being spent to ensure L'Oasis de Noria, on the outskirts of Marrakesh, is 'environmentally friendly'. Morocco is deemed too rich to get direct money from the UK, but it receives about £120million a year from EuropeAid, the organisation that manages a large part of the EU's aid budget. About £18million of this comes from Britain's Department for International Development. Iceland has received £20million from an EU fund subsidised by British aid. The money is to prepare the country for EU membership, even though two-thirds of its citizens no longer wish to join. The Coalition has pledged to increase the UK's aid budget to 0.7 per cent of national income by 2013.
On September 4th 2012, his last day as International Development Secretary before moving to his new job as Chief Whip, Andrew Mitchell unilaterally gave £8million of taxpayers' money to an African dictator, with a further £8million promised in December. The dictator in question is President Paul Kagame of Rwanda, who has been accused of running a repressive one-party state, closing down independent newspapers, threatening Rwandan exiles abroad, and arming a particularly unsavoury bunch of rebels in the neighbouring Democratic Republic of Congo. A report earlier this week by Amnesty International claimed that scores of civilians in Rwanda have been held in military detention without trial. Suspects are also alleged to have been subjected to electric shock, severe beatings and sensory deprivation.

British taxpayers have handed at least £3.6million in aid to Iran, an investigation has found.
The money has been used to fund the Islamic state’s security and border forces in an effort to stem the supply of drugs into Europe. But campaign group Reprieve, which carried out the investigation, said recent spending had coincided with a huge surge in the number of alleged traffickers executed for their crimes. The number arrested and executed by the Iranian state has been described as a ‘killing spree of staggering proportions’ by another campaign group, Amnesty International. Over a four-year period when Britain has been handing its anti-drug aid, Iran has executed more than 1,000 alleged traffickers.
DAMNING figures yesterday revealed that the Government squandered some £4,500 per family last year on "useless projects". Whitehall, councils and other state bodies are said to have wasted nearly £120billion last year – almost equal to the national budget deficit and worth nearly £90 a week per family. And it was "almost certainly" an under-estimate, said the TaxPayers' Alliance (TPA). The European Central Bank has said that if the UK's public sector was as efficient as those in countries like the US, Australia and Japan, £137billion could have been saved last year.
Waste identified by the TPA ranged from huge items like public sector pensions, farm subsidies, NHS clinical negligence and staff sickness, and taxpayer losses on the nationalised banks, to smaller sums like the Ministry of Defence paying £22 for light bulbs that usually cost 65p.
It also complained that £5billion went on benefits for households with incomes over £100,000, including universal pensioner payments such as winter fuel allowance and free TV licences.
TPA chief executive Matthew Sinclair said: "The latest Bumper Book of Government Waste shows that tens of billions of pounds are still wasted each year and there is an enormous amount of fat left in the public sector."
Britain spent 0.56 per cent of national income on aid against 0.19 per cent in the US and just 0.03 per cent in Russia.
The UK's aid spending stood at 0.56 per cent of national income in 2011/12, or £8.55billion, rising to £8.813billion in 2012/13. But the total is soaring this year to £11.554billion, or 0.7 per cent of national income, and will go up to £12.162billion in 2014/15.
Almost half a million pounds of British taxpayer-funded aid and equipment has fallen into the hands of al-Qaeda, the Department for International Development has admitted. The terror group's Somali franchise, al-Shabaab, "confiscated" the equipment from DfID contractors in multiple incidents over at least three months before any action was taken.
The admission is contained in the small print of the department's latest accounts, which say that £480,000 worth of "humanitarian materials and supplies" was written off following repeated "confiscations" by al-Shabaab. The confiscations are one of a series of developments disclosed by the department, which will increase controversy over the British aid budget, the only item of government expenditure that is rising sharply in an era of cuts.
Britain is donating more than £90million a year to Somalia despite strong warnings that its corrupt government is arming Al Qaeda-backed terrorists. David Cameron has approved the huge handouts to the war-torn East African country in an attempt to stop it becoming the next Afghanistan. But a leaked United Nations report has warned of 'high level and systematic abuses' by Somali government officials who have passed weapons and ammunition to Al Shabaab – the Al Qaeda-linked Islamic fanatics behind last year's Kenyan shopping mall massacre in which 67 people died. British aid to Somalia is already channelled through charities and agencies, rather than central government, in a bid to sidestep rampant corruption among officials. Yet a separate study revealed that many of these organisations have been forced to hand over large sums in 'protection money' to Al Shabaab to be allowed to work there – even during the drought and famine of 2011 when nearly 260,000 Somalis died. And nearly £500,000 of British aid and supplies has previously been stolen by Al Shabaab militants.
UK taxpayers spend £1.5 million a day housing and feeding asylum seekers. Some are put up in sea view hotels. Even if they fail to win their bid for sanctury they will not go hungry. Britain shells out £100,00 a day on failed asylum seekers who have yet to be booted out. Each of them gets £55 a week.

Last year the UK Department for International Development gave the World bank £2.25 billion which it never asked for. This was more than double what it needed.
This was done so the UK could meet its 0.7 percent of our GDP target. The DFiD gave another £3billion to other multi-national organisations which they never asked for. This money could be easily parked to meet the Governments aid target. Our membership of the EU costs the UK £50million a day and some of the money we give the EU is once again handed out in aid.
Syrian refugees got £1.25billion but also there is another £3.3billion of bilateral aid going to corrupt governments.
This aid never gets to the people it is intended for in fact it often creates more problems for the countries involved as the Dictators buy more weapons to create more chaos and get more aid. Also militias steal the food aid and then re-sell it.
Aid is being swallowed into multilateral organisations just to meet our targets.
Yet in the UK we have English people sleeping rough on the streets whilst economic migrants from Africa are given £1.5 million pound homes to live in - in expensive areas of Londonistan where normal British people can't afford to live. These Africans would never have had a home back in their home lands or running water or electricity. They would not get welfare, free NHS, rents paid and free education for their children. All these economic fradsters need to be sent back. We even ave labour councils in London fixing their rents on these million pound homes at just £150 a month so they can escape the welfare cap. Even with such low rents these Africans never work as they have no skills. Africa is poor as with 3 billion people they still ahve not invented anything that creates wealth. Thet breed like rabbits yet even the umbist animal only breeds to the amount of food available. They would not know about diamonds and minerals if it was not for the British telling them they were in the ground. When Rhodesia was under British rule all the people were well fed and food was cheap. Before Rhodes, Africans never used the land just fought tribal wars on it. Now under Mugabe he has kicked out all the white farmers and put his cronies on the land but they only grew enough for their families not for the populus. So food became scarce and inflation went sky high. Yet we still give the racist Mugabe aid so he can buy more cars. We give Argentina aid so they can build up their Navy to invade Falklands again. Who is running the UK? We even give countries like Iran, Afghanistan and others Muslim countries like Yemen where terrorists come fom aid. Why is Saudi Arabia not helping poor Muslims and offering asylum? If the Uk wants to help Africa we need to stop aid and build prefabs in the Uk and then ship them out as flat packs for Africans to do final assembly on. This would create jobs in both countries.

AFGHANISTAN UK aid: £178m a year Corruption league table ranking: 166 (Third most corrupt of 168 countries) The Afghan economy is reliant on aid, yet even International Development Secretary Justine Greening admits theft is endemic. One U.S. audit found no government ministry could be trusted to prevent funds being stolen or wasted, while the UK watchdog has condemned weak controls and anti-corruption measures. Huge sums have been flown out of the country by corrupt politicians and businessmen much of it made from drugs and some suspected of being siphoned off aid projects. At one point, more was leaving Afghanistan in cash than was being collected in taxes. In 2009, a former vice president landed in Dubai with $52 million in cash, while government posts were said to be so lucrative they were sold. Investigations have linked family and associates of ex-president Hamid Karzai to a £90 million property empire.
BANGLADESH UK aid: £189m a year Ranking: joint 139 Anti-corruption group Transparency International calls politics in Bangladesh a battle between established elites over state resources, with health services riddled with extortion. Several of the countrys richest people are linked to politics, including Sajeeb Wazed Joy, the prime ministers son, and Tarique Rahman, the British-based son of a previous president. Rahman was cleared of money-laundering three years ago, alleging the accusations were politically motivated, though his business partner was found guilty of taking kickbacks. One MP, a member of the ruling family, increased his income 330-fold in five years.
DEMOCRATIC REPUBLIC OF CONGO UK aid: £183m a year Ranking: 147 When Joseph Kabila took power in this war-torn nation aged 29 in 2001 after the murder of his father, he became the worlds youngest leader. Since then he is believed to have stashed away billions by flogging off Congo's mineral wealth on the cheap in dodgy deals. His twin sisters holdings in a South Pacific tax haven were exposed by the Panama Papers leak. The president was accused of bribing MPs $100,000 each to back a law allowing him to circumvent restrictions over his term of office that would have ejected him out of office this year
KENYA UK aid: £129m a year Ranking: joint 139 Mega-rich President Uhuru Kenyatta, son of his nations first president, is from one of Kenya's wealthiest families, with land holdings and business stakes worth £300 million. He and his vice president used witness intimidation to evade crimes against humanity charges at the International Criminal Court over election violence. Public services are notoriously corrupt. Kenyans pay up to 16 bribes a month to officials.
NEPAL UK aid: £81m a year Ranking: 130 Nepal has slipped down the corruption index, with one expert telling British MPs that politics there is an extractive enterprise with absenteeism levels of 73 per cent in the health ministry. Huge sums of aid were poured in to assist after last years earthquake, yet thousands of people remain in temporary shelters without water or electricity amid complaints of aid cash disappearing.
NIGERIA UK aid: £250m a year Ranking: 136 Our aid to this West African nation doubled under the Coalition and keeps rising, despite corruption and even a space programme. It has some of the worlds highest-paid politicians, earning up to £1.4 million a year, more billionaires than Britain and is Africa's biggest market for private planes, with annual sales of £1 billion. When its central bank governor said £14 billion of oil revenues were missing, he was fired while one state governor alone embezzled £50 million.
PAKISTAN UK aid: £538m a year Ranking: 117 Even the pro-aid select committee for international development complained of giving huge sums to a country where more than two-thirds of MPs do not bother filing tax returns. Corruption and tax evasion is estimated to cost Pakistan about £100 million a day. Prime minister Nawaz Sharifs children were linked to £7 million offshore dealings for four Park Lane properties by the Panama Papers. The billionaire businessman sparked outrage over travel expenses including 17 trips to Britain averaging £132,000 a month. Former president Asif Ali Zardari was known as Mr Ten Percent, allegedly amassing a billion-pound property portfolio including a Surrey mansion set in 350 acres.
PALESTINE UK aid: £72m a year Ranking: n/a Britain hands £25 million to the Palestinian Authority, which pays convicted terrorists and their families salaries that rise depending on the seriousness of the terrorist crimes they commit. Corruption is rampant in the occupied territories, with claims that one minister stole £120 million and accusations that the terror outfit Hamas took millions from reconstruction aid after Israeli attacks. President Mahmoud Abbas is finishing off a £9 million palace near Ramallah with helipads, two swimming pools and a whirlpool spa. He reportedly stayed in a £1,800-a-night New York hotel.
RWANDA UK aid: £66m a year Ranking: 44 This tiny central African nation has become an aid darling despite the bloodstained reputation of its iron man leader Paul Kagame and assassinations of rivals abroad. The prickly president says corruption kills a nation. Yet he has two £30 million private jets (that have been lent to his friend Tony Blair) and a sprawling countryside estate. When visiting New York he stayed in a swanky hotel costing £12,000 a night a sum that would take the average Rwandan two decades to earn. Wife Jeannette is said to be the business brain in the household.
SOUTH SUDAN UK aid: £134m a year Ranking: 163 Britain has been a big supporter of the worlds newest country, arguing aid will improve stability. Experts say aid fuels conflict and corruption. South Sudan has been shattered by savage fighting over oil revenues, with economic collapse and state coffers heavily plundered. In 2012, just one year after the nations birth, president Salva Kiir accused his own officials of stealing almost £3 billion.
UGANDA UK aid: £92m a year Ranking: joint 139 President Yoweri Museveni who travels in a 40-vehicle motorcade has won his fifth election amid reports of intimidation, bribery and ballot-box stuffing. Seven years ago, given £70 million in UK aid, he bought himself a Gulfstream jet. Later it emerged he bought six Russian fighter jets at twice the market rate and without parliamentary approval for three times the annual spending on Uganda,s health service. Museveni often hands out cash at rallies, once giving a sack containing £66,000 to a youth group.
ZIMBABWE UK aid: £66m a year Ranking: 150 The country is asking for £1 billion drought aid and its rulers claim to be Marxists, but those close to veteran president Robert Mugabe have plundered billions, largely from illicit diamond smuggling. One aide who died in suspicious circumstances was said to have left his wife £8 billion in his will. The presidents wife, fighting rivals to succeed her ailing husband, is nicknamed Gucci Grace due to her extravagant shopping trips to Singapore on which it is said she routinely takes $5 million in cash.
